Do you have enough barrels? From my experience lye is the absolute last thing that dwarfs will put in barrels.

I've noticed this as well in 31.12. If there is already water in the bucket the lye will seemingly be ignored, as the bucket will now contain a mixture of lye and water.

Once the bucket is like this dwarves ignore the bucket forever. I waited several years with about a dozen buckets full of mixed water and lye, and none of them were touched by any dwarf.

There is a workaround for this. You can order the buckets moved to the trade depot, and this will cause the contents of the bucket to spill onto the floor when a dwarf picks it up. Once you recover the bucket from the trade depot the bucket will be empty again, and you can then use it for anything you want once more.

I had this problem, but it resolved when I build another lye stockpile.

My dwarves took all of the lye buckets from the first stockpile and put them in a barrel in the second one.
