0002081: Previous mayor no longer in office but still making demands

Description

'Nicolette' Ugashodók, mayor has imposed a ban on certain exports.
But she's got no business making such bans, because 'Melanie' Zuntiregar is the current mayor, and all she wants is a mandate to make 2/2 Billon items.
Nicolette WAS a mayor, but she ain't one now, and with good reason: She mandated the construction of slade items. SLADE for freaks sake. After her ignomineious departure, I housed her in the little noble shack, where the ceiling from the above pond reduces the area, and probably leaks damp stone.

She's got no business imposing a ban as if she still held office.

Steps To Reproduce

get a second mayor elected, first mayor acting as if still in office.
