0001234: Hospital stocks too much stuff, ignores limits
Hospital settings:

Thread: 89910/75000
Cloth: 166000/50000
Splints: 3/5
Crutches: 6/5
Powder for Casts: 0/300
Buckets: 5/5
Soap: 246/900

I speculate that the second number of each ##/## pair, the one that you can change, is a desired limit on that commodity in that hospital. If that's so, then the limits are routinely ignored. This is the alleged bug.
1. Have some thread and cloth on hand.
2. Make a hospital.
3. Observe that the hospital gets quickly loaded up with more cloth and thread than the limits call for.
