Sorry, the screenshot was really ambuigious. It isn't the date that is the bug, it's the year. Note that the year displayed is 1053, even though it is currently only Slate 1053. It also occurs with other announcements too, all have the year 1053.

Which is an example. I only used that announcement as an example, they have been removed now, but previously the announcements that occured 18 Obsidian also were marked 1053.

Edit: Ah, I see where you are getting at. My explanation skills were not very good. All announcements are marked with the current year, no matter what time they occured. Example:
Urist the Weaver struck a strange mood on the 18th of Obsidian. It is now Slate. Looking at the announcements screen, it says his mood occured at the 18 of Obsidian 1053, when that date is obviously incorrect. That is the bug, not the spring thing.
