As per 0000318:0008034, you should try deconstructing and reconstructing every single table in your fortress. Does that fix the problem? |

I had this today also, this save is new as of 31.08. In my case, the patient was thoroughly messed up and rested long enough for a diagnosis, but when his turn came for station duty he jumped up and went outside. I removed him from his squad but now he's in individual combat training with two smashed legs and a smashed arm. All three injuries needing traction according to the diagnosis.
In this case the problem seems to be with the patient rather than the doctor.

Footkerchief: It's too late now the entire fortress succumbed to a Goblin ambush.
But why would I even need to try that? I started the world in 31.08 and Toady said the bug was fixed in 31.07... |

confirmed.
I see this on a brand new world and fort in 0.31.08
Got a dwarf with a broken foot and ankle that need surgery - for nearly 2 years now.
if the table is more than 4 squares away i get the "not resting" error.
I put the table next to the bed, now all of my surgeons take turns to pop him on the table and back to bed after a few seconds. no surgery done. |

quick update.
After i removed both tables from my hospital (only those, still got about 20 tables all around the fort) my surgeon finished his job.
The patient just got another round of diagnosis.
No more surgery required - history shows "compound fracture of right foot repaired"
