0000343: Expedition leader won't complete "Conduct Meeting"

Description

After an epic battle that killed most of my fort's population, things got back to normal. The outpost liason had yellow elbow and hip, and my expedition leader is missing his lower right arm and hand. His job is "Conduct Meeting", and he's about 2 tiles away from the liason, but he won't conduct the meeting. Maybe he's trying to shake hands? ;p

Possibly related to dwarves that won't go all the way for an attack. I had a naked mole dog cornered, and one person fighting it, but like 5 dwarves were 2-3 tiles away and acting stuck... not closing all the way to melee range.

I've had a few meetings completed before he lost a hand. Save/Reload doesn't fix it.
