Summary0004441: Elven traders ask for leather items.

Given the existence of 783, it seems likely this behavior results solely from that bug.

I think you might be confused as to what 0000783 is saying BishopX, unless you have additional evidence. What you've reported is that, when elves make a counter-offer, they sometimes request items that they would normally decline - which they then decline when you attempt to trade with them (IE: They request wood from you but won't take it). 0000783 says that elves don't decline items when you attempt to trade with them (IE: They will take wood).

I get what 783 was saying, upon further investigation the elves did not decline the items.
