This is likely an elf site, not a bug, if I'm reading this correctly. A save or a screenshot at the very least would be helpful - otherwise there's not really enough information here to go on. Did you start as an elf, or did it say you were starting in a forest retreat?

Yeah, they're supposed to be like that. Just climb down or jump down if you're not too high up.
