0008164: Loyalty cascade after combat with caged/chained enemies?
In several fortresses in this version, I've had this problem where my military starts killing other military or civil dwarves in my fortress after or during a combat with neutral or antagonistic foes. The dwarves are not unhappy, it's not considered a crime by the justice system, and they kill several targets. I think this is a loyalty cascade of some sort. It seems to be trigged by my military fighting a chained prisoner (goblin or wild animal). But even if only one dwarf killed the prisoner, he will not necessarily be the first target of this loyalty cascade. Sometimes random squad members will instead start hunting down some random dwarf in the fortress.

It doesn't happen every time I've let my military kill a target, but it has happened with all my fortresses in this version eventually.
It's never triggered when all squads are inactive, but once it's happened, it doesn't stop by inactivating the squads.
1. Trap wild animals or invaders in cage traps
2. Chain the prisoner in the fortress.
3. Order the military to kill the prisoner.
4. After this combat or the next, mayhem happens.
