I can confirm this, my first party had an unfortunate encounter with a giant toad and a cave crocodile. I abandoned and reclaimed, and lo an behold, no mud, at all.

I confirm this too.

I got a nice cavern layout that floor was entirely muddy, in which i built a very small farm to feed my few living dwarves.
Unfortunately a woodcuter went berzerk after some sad events and killed every of my remaining dwarves with his axe.

I decided to reclaim this location as the layout was really interesting to me, and indeed, no more mud anywhere.

Sounds like a major bug as far as reclaiming goes, but easily remedied if you have the resources.

Reclaiming is known to be buggy.....

Although with the bugged dry soil farming, it can be a big problem if you are unlucky enough to get a spot in a desert with no water on the surface or down below.
