Same here, the only warning I get is if the old mayor has an active mandate, then it will announce that their mandate has ended. 31.12

Yeah, as Quietust said, related to this is that sometimes a new mayor will be appointed while s/he is trying to conduct a meeting, causing the diplomat to leave unhappy. I just had this happen to me as well in ver 34.11.

I haven't had this announcement in 40.03. Mayor changed twice and I only noticed after I checked the [n]oble screen some time later and the [REQUIRES]-tag was red.
Didn't happen yet in 40.04
Edit: My mayor just got reelected in 40.04. I got no popup, but a message in the log.

As far back as I can remember (from at least 0.31.something), the election message has appeared in the announcement log but never on the bottom row of the screen. So there both is and is not an announcement.

I had thought it might have been deliberately intended that way to make mandates more challenging, which it does.

Given the fix in the change log for:
  (*) Fixed position appointment issue that caused some instability
without a specific bug report, I'm adding this to the change log as fixed. We'll have to review the related thoughts from 0001088.
