0003131: Forgotten Beast occupies same tile as tree in water, cannot be shot

Description

This is somewhat related to the "trees don't burn in magma" bug.

I poured magma on some caverns, hoping to burn/encase some FBs. The FBs ended up in the same tile as waterlogged trees, rendering them functionally immortal. Even a tile of magma above won't drop down on the FB.

I carved fortifications around one of them, hoping to gun it down. Nothing doing; the marksdwarves won't shoot in.
