0005934: Skins rot in refuse stockpile

Description

I have a refuse stockpile outside with item types/corpses/body parts all on, everyone else off.

Refuse gathering outside is on.

I am an experienced player and normally a tanner will take a skin out of such a refuse pile and tan it.

This is not happening; I watched three of them rot in there while my tanner had "no job".

If the tanner takes the skin right out of the butcher shop, he can tan a hide, but if it goes into the stockpile, forget it.

My workaround is to turn off fresh hides in the refuse stockpile.

Reaction jobs (unlike other jobs) don't look outside burrow for workers and raw materials (works through manager)
