There's nothing unusual about having multiple diplomats at the fortress at the same time. Back in 40d and earlier, it was quite common - if the diplomat's arrival was preempted by a siege, (s)he'd arrive during the next season, possibly at the same time as the diplomat from another civilization.

In that case, feel free (managers) to close this as intended behavior. It is however worth noting that the wiki (and nothing else online that I've been able to find) makes no mention of this (edit: "this" meaning, sieges rescheduling diplomats), not even the 40d or 23a pages.

While the catalyst may be different, the root cause of meeting scheduling is the same as 0003027.
