Did the wagon start in water, or did it end up in water as a result of ice melting? I believe the second is considered legal behavior. |

You are correct, this is what happened. But I see no reason why this should be legal behavior (I'm sure you're right that it IS, but it shouldn't be): even had I known this in advance and reacted, I wouldn't have had time to rectify it before the melting occurred. Probably logging it as major was an overstatement but it really should be changed. |
