DescriptionWhen a new mayor is elected, the old one is still listed as one, and has the same demands and makes mandates, but is not listed in the nobles screen.

 I'm resolving this as a duplicate to encourage centralized discussion of the issue at 0000355, since there isn't really anything that different betweeen the reports (except this one combines 355 and 0000814 together sort of.)
