0002842: First sneaking kobold triggered appearance of kobold civ in civ list before kobold was revealed.

Description

I checked my civ list for some trivial reason, and I noticed that the kobold civ had appeared on it since I list checked. A minute later, the kobold thief was discovered. Not sure if this is intended or not.

(0011051) smjjames (reporter) 2010-07-25 20:40	This has happened before with goblins in 40D, in fact, sometimes the first warning that the ambushes started is when the goblins show up on the civ screen.

At least I hope this was never fixed, right now invaders never seem to show up for me, and I kinda need this bug to exist in order to confirm whether anything is being sent during my experiments in GETTING the bastards to show up.
