0004710: Ability to walk over open space

Description

At a beach in adventure mode covered in snow with a frozen ocean. Some of the spaces in the ocean are "open space" when I look at them. If I alt-move into the space it says I'm flying. I can move back onto the land but can't move over any of the other adjacent open spaces. Picture: http://i.imgur.com/aKo9h.png [^]
