Not sure whether it's in a section that you can fix, but it does seem specific to TEXT.

(0021284) Baughn (manager) 2012-03-08 16:27	This can't be fixed on the input side; there's no way for ncurses to distinguish shift-enter from plain enter. If it is to work, the binding will have to be changed. Adding a text mode-specific interface.txt might be an option?

(0021433) NW_Kohaku (reporter) 2012-03-12 18:38	Shift-numpad doesn't work properly as long as Numlock is active, as far as I've found. You actually have to hold down "4" and THEN press shift to get it to work, rather than holding shift.
