0000634: Squad is too busy training, ignores kill order

Description

I had a forgotten beast emerge, so sent my squad of 10 dwarves against it. The captain of the guard was in that squad, and she went and started fighting. Then I realized the others weren't joining her, and I found them training in the barracks. I tried deactivating them, then re-activating, then a different alert state, and eventually I removed the barracks and that worked.

It seems like they are unwilling to abandon a demonstration/training drill even when a kill order is issued.
