0000653: Cannot Replace Bookkeeper

Description

Don't know if this is a bug or a change, but I know that in 40d I could replace my bookkeeper, and I no longer can.

This maybe related to the fact that my bookkeeper is also my chief medical officer a position which you may not be able to replace intentionally. (on the other hand if your supposed to be able to change that too then I cannot and this is a double bug).

After death of expedition leader or mayor (any noble), positions disappear from nobles screen and can't be appointed or replaced
